Why is Apple charging me $30 for an in-warranty iPod repair?

During the one-year warranty, Apple charges a $30 handling fee for repairs after the first six months (even at Genius bars in their stores). You can avoid that fee, and double the warranty to two years including telephone tech support, by purchasing AppleCare for the iPod before the one-year warranty expires.
